A simple way to allow the marker to rotate is to check the standard Detail Marker to rotate with the view checking this simple settings:

To find the Source Marker that created your placed detail that appears on your Layout, go to the Layout and select the detail (drawing), right mouse click and choose Open Source View, Change the Navigator to the View Map and right mouse click on the Highlighted View, choose Select Detail marker on the Source View
The Built in Marker for the Detail tool has 7 different options for the detail polygon or bubble shape. Detail selection settings > Marker > Marker geometry > Marker Polygon
